The Privy Council, "a group of New Yorkers who see the need for a working system of public toilets," as the organization, founded in 1997, puts it, isn't leaving the seat up on the Big Apple's dire restroom shortage. Saatchi & Saatchi has launched a pro bono guerrilla effort around town featuring toilet seats placed atop public trash cans, and strategically placed life-size cutouts of "a man who appears to be urinating," as the agency describes it, along with rolls of toilet paper attached to trees and walls
